What is a P3S2 Study?

A P3S2 Study is a comprehensive analysis that examines five core areas impacting the student and staff experience within the NSHE PeopleSoft environment:

  • Policy: Rules and regulations that influence how tasks are performed.

  • Procedure: The step-by-step processes staff and students follow.

  • People: The roles, skills, and behaviors of individuals interacting with the system.

  • System: The technology and software itself, including integrations and limitations.

  • Structure: The organizational framework and how departments collaborate.

This study identifies friction points in each area, providing a clear picture of where inefficiencies and challenges arise.

Summary

The P3S2 Study is a critical component of our project, designed to uncover and analyze the root causes of friction in the current student and staff journey. By systematically evaluating policy, procedure, people, system, and structure, we pinpoint specific opportunities for optimization. The findings from this study inform the prioritization and execution of recommendations within our Optimization Roadmap, ensuring that improvements are targeted and effective.

Why It Matters

This initiative is not just about improving technology—it’s about ensuring students, staff, and faculty have the tools they need to succeed while aligning with NSHE’s mission of operational excellence and student success. By identifying and addressing friction points across policy, procedure, people, system, and structure, we enable NSHE to create a more efficient, user-friendly, and future-proof digital ecosystem. This process helps leaders at both the institution and system level plan for the next 5–10 years, making the most of the PeopleSoft platform and related technologies.

Our Approach

Our approach to the P3S2 Study is collaborative and data-driven. We begin by gathering insights from ThinkSpace sessions with IT, functional leaders, and frontline staff across all NSHE institutions. These sessions help us understand the real-world challenges staff and students face. The data is then analyzed using the P3S2 framework to identify and prioritize friction points by their root causes: policy, procedure, people, system, or structure.

The P3S2 Study may include hosting sessions with individual institutions if they are interested in institution-level insights. The outcome is a detailed analysis that forms the foundation for our actionable Optimization Roadmap, ensuring that every recommendation is grounded in the actual experiences and needs of NSHE stakeholders.
